The New Water Regime

Creating a shared horizon to navigate rising sea levels
Client: Territoires Pionniers
Date: October 2021

Facing rising seas, how to evolve local culture while preserving heritage? This project develops a systemic narrative that reveals interactions between climate, culture, and local productions, aiming to integrate sea-level rise into territorial development dynamics. Until now, the phenomenon's complexity pushed local public authorities to simply ignore this question and act as if this scenario didn't exist. Through residents' testimonies, we construct territorial foresight based on local specificities: camping with floating cabins, oyster farming sites converted to algae farms, agricultural adaptation to carbon constraints. The objective is to birth a risk culture in territorial projects and increase acceptability among local actors to agree on a common diagnosis and federate around this major territorial transformation issue. This "tabula blabla" – a table loaded with heritage but with feet in water – demonstrates how local ingenuity can transform climate constraints into innovation opportunities, creating a shared horizon to collectively navigate these transformations.
